Teaching in higher education, especially in citizenship courses, has a crucial role in producing good and intelligent citizens. The 21st century is characterized by the rapid flow of information and complex socio-political challenges. Students not only have to master civic knowledge but also have to be equipped with adequate civic skills. The aim of this research is to determine the effectiveness of the project based learning model through digital comic learning media on students' civic skills. This research uses a quasi-experimental variation with a pretest and posttest control group research design. In this variation of the method, observations are made under artificial conditions, where the conditions are created and regulated by the researcher. This variation uses an experimental group and a control group. The results of quasi-experimental research carried out at the DKV ISBI Tanah Papua study program showed significant differences between the experimental group and the control group. In the final results of the experimental group, the Critical Thinking (Y1) indicators were 80%, Creative (Y2) 85%, Collaboration (Y3) 85%, and Communication (Y4) 90%. Meanwhile for the control group, Critical Thinking (Y1) 65%, Creative (Y2) 70%, Collaboration (Y3) 75%, and Communication (Y4) 75%. Thus, it is concluded that the effectiveness of the Project Based Learning Model through Digital Comic Learning Media is able to improve students' Civic Skills.
