This study was motivated by the limited use of instructional media in thematic learning at the elementary school level, particularly in the topic of Cultural Diversity in grade IV. The available media were considered insufficient to attract students' attention and did not fully support the learning process. This research aims to analyze the needs of teachers and students regarding learning media as a foundation for developing appropriate digital media. A descriptive qualitative approach was employed, with data collected through observation, interviews, and documentation. The research subjects were the teacher and students of grade IV at SDN Ngangkatan 1. The results indicate that teachers need media that are easy to use, engaging, and support the delivery of content visually, while students prefer media that are interactive, enjoyable, and help them better understand the material. Based on these findings, it can be concluded that there is a real need for the development of innovative and contextual learning media to enhance the effectiveness of thematic learning in elementary schools.
