Abstract

Character of tolerance is attitude of mutual respect between others that needs to be developed in this rapidly growing era. The purpose of writing this work is to develop a board game pennant that aims to increase the character of tolerance students. Researchers in the development of the Panji board game embed the values ​​of local wisdom  in the characters from Panji characters, which include the value of independence, the value of courtesy, the value of mutual cooperation, and the value of cooperation. hoped that the embedding of the character values ​​of the pennant figures will blind the board game. This game contains cultural values ​​that can be used BK teachers to help solve students' problems in order to understand and implement them in guidance and counseling services. In addition, the development of the pennant board game is expected to make students interested and comfortable when carrying out the process of guidance and counseling services.
