This research aims to develop learning tools using the PBL model with SA-TPACK in science learning water cycle material for fifth grade students at SDN Bulusari 3. The water cycle material is a lesson that is difficult for most students to understand, teachers should be able to apply different learning styles in teaching water cycle to students, so that students understand it more easily and quickly. The water cycle is a process that explains the circulation of water, community activities that influence the water cycle, and how to save water. The research uses the Research and Development (R&D) method with the ADDIE (Analyze, Design, Development, Implementation, Evaluation) model. Validation was carried out by device experts and material experts, while the trial involved class V students at SDN Bulusari 3. The research results showed that the learning tools were valid, practical and effective in increasing students' understanding of the water cycle material.
