This research is motivated by the importance of learning that
integrates character values in students, which has not been
studied conceptually. The purpose of this study is to analyze and
synthesize the implementation of MERDEKA learning in character
education courses. This study uses a conceptual qualitative
approach with a literature review method. Data collection was
carried out through various literature, research results and policy
documents relevant to character education and learning
strategies. The analysis techniques was carried out descriptively by
means of identification, categorization, and interpretation. The
results show that the strategy of MERDEKA learning that has the
properties of reflective, collaborative, and contextual, consists of
seven stages, namely (1) starting with oneself, (2) concept
exploration, (3) collaboration space, (4) contextual demonstration,
(5) elaboration of understanding, (6) connections between
materials, and (7) real action. These stages form a pedagogical
flow that builds awareness of values, moral responsibility and
makes students active subjects. The implications of this study
strengthen the view that character education will be effective if it
is based on freedom of learning accompanied by reflection and
moral action, and this strategy becomes an alternative for
lecturers in the learning process in character education courses.
