Abstract

Digital transformation in Indonesia has significantly reshaped communication patterns among the younger generation, specifically Generation Z and Millennials, who constitute over 69.5% of the total population. However, high digital connectivity is often unaligned with adequate legal awareness regarding the use of information technology. This study aims to evaluate the level of legal awareness and digital literacy among youth following the enactment of the Second Revision of the Information and Electronic Transactions Act (UU ITE No. 1 Tahun 2024). A quantitative descriptive approach was employed through a survey administered to 148 seminar participants from various higher education institutions and public organizations. Data were collected using a structured knowledge and perception questionnaire and analyzed using descriptive statistical metrics, including central tendency, dispersion, and distribution categorizations using Python pandas. The results reveal that the average legal awareness score among respondents reached 87.15 (SD = 12.55, Median = 93.00), with 85.81% categorized as having very good legal comprehension. Specifically, 98.0% correctly recognized legal provisions regarding hoax dissemination, 97.3% identified cyberbullying behaviors, and 91.9% understood emotional management strategies to prevent digital legal violations. Nevertheless, 77.0% of respondents acknowledged that the younger generation generally suffers from a paradox: being technologically literate yet legally vulnerable ("digital native, legally naive"). This study concludes that while theoretical legal knowledge regarding digital behavior is exceptionally high among youth, sustained educational interventions and institutional mentoring are mandatory to bridge the gap between cognitive legal awareness and real-world digital behavior.
