One of the obstacles in preparing and implementing the guidance and counseling program at SMK Prapanca 1 Surabaya is the lack of student openness, lack of tools and limited budget funds such as test equipment, non-tests, lack of collaboration with the school, lack of knowledge of guidance and counseling teachers about social media and juvenile delinquency. This research aims to examine the obstacles in preparing guidance and counseling programs at SMK Prapanca 1 Surabaya. This article was written using the case study method. The results identified several obstacles in preparing the guidance and counseling program at SMK Prapanca 1 Surabaya, including the absence of physical evidence of administrative data on program implementation, evaluation of the process and results carried out by the guidance and counseling teachers themselves, lack of openness from students, limited equipment and resources.
