Kota Kediri selalu dalam perkembangan menuju smart city, dimana memberikan sebuah layanan yang memudahkan masyarakat dalam memberikan akses informasi kepada masyarakat, untuk menjadikan Kota Kediri menjadi kota cerdas sangat perlu memanfaatkan sebuah teknologi informasi, salah satunya adalah pendekatan antara smart city dan smart people. Pembuatan sistem informasi bansos tracer dalam berbasis web dn android dimana pemberian bantuan sosial dan sebuah informasi merupakan salah satu cara yang dapat digunakan dalam menciptakan masyarakat yang smart people, tahap rancang bangun dalam membuat sistem informasi ini menggunakan salah satu aplikasi yaitu aplikasi android studio dimana memiliki tahapan yang prosedural dalam analisis data dan desainnya, hasil dari penelitian ini adalah sebuah aplikasi si banter (sistem informasi bansos tracer) dengan platform kerja website untuk administrator, dan platform kerja android yang dapat dikases oleh masyarakat. Dengan adanya aplikasi Si Banter (sistem informasi bansos tracer) ini dapat meningkatkan pembangunan smart city melalui smart people pada kota Kediri.
