Industrial Culture Exposure, Local Wisdom-Based Human Capital, and Digital Adaptation: Toward Creative Economy Sovereignty in Greater Bekasi

Abstract

Greater Bekasi, one of Southeast Asia’s largest industrial regions, faces a socio-economic challenge in which rapid industrialization coincides with the gradual erosion of local Betawi and Sundanese cultural identities. This study examines the relationships among Industrial Culture Exposure (ICE), Local Wisdom-Based Human Capital (LWBHC), Digital Adaptation (DA), and Creative Economy Sovereignty (CES) among culture-based micro, small, and medium enterprises (MSMEs) in the Greater Bekasi region. Grounded in Human Capital Theory, the Resource-Based View, and Dynamic Capability Theory, this study employs a quantitative approach using Partial Least Squares Structural Equation Modeling (PLS-SEM). Data were collected from 200 MSME actors through purposive sampling. The findings indicate that Industrial Culture Exposure negatively affects Local Wisdom-Based Human Capital, whereas Local Wisdom-Based Human Capital positively influences Digital Adaptation. Digital Adaptation, in turn, significantly enhances Creative Economy Sovereignty. Significant indirect effects through Local Wisdom-Based Human Capital and Digital Adaptation provide evidence of the mediating mechanisms proposed in the model. Theoretically, this study extends the Resource-Based View by positioning local wisdom-based human capital as a culturally embedded strategic resource that can support dynamic adaptation within industrial societies. Practically, the findings provide policy insights for strengthening local cultural capabilities and digital adaptation to support sustainable creative economy development amid industrial transformation
