Using the Fuzzy Delphi Technique to Develop the Components of a Holistic Rehabilitation Model for the Hijrah Fitrah Community (M-PHKHF)

This study aims to develop components of a Holistic Recovery Model for the Hijrah Fitrah Community (M-PHKHF), a framework assisting the rehabilitation of individuals in the LGBT community desiring a return to fitrah. Applying the Fuzzy Delphi Method (FDM) involving 21 experts, this study identified key components of the model based on expert consensus (threshold value d ≤ 0.2; expert agreement ≥ 75%). The result reveals four main components—Government, NGOs, Community Groups, and the LGBT Community—with validated sub-elements. The study further applies Interpretive Structural Modeling (ISM) to analyze the interrelationship among components. This model provides theoretical and practical implications for holistic rehabilitation efforts in Malaysia.
